Measuring Effectiveness (MOE) of the Community Based Information System (CBIS)
The Los Angeles County Sheriff’s Department requires a MOE program to evaluate its web-based application that provides demographic, health, economic, resource, and other community data to its Department members in order to identify anti-gang needs and to develop effective community-based strategies. We are developing a framework and analysis for determining if the CBIS is effective in meeting its objectives. It is a straightforward solution to quantify benefit and to enable value-for-money accounting. The methodology provides a consistent, transparent, and well-validated approach to assess project effectiveness. The CBIS being evaluated can be seen at HealthyCity.org
